SaHo Model Authors at NEA finance workshop in Paris

Dr. Bożena Horbaczewska and Łukasz Sawicki attended the NEA-OECD workshop in Paris on financing, market issues and project management for the construction of new nuclear units.

The workshop, entitled ‘NEA Workshop on Financing, Market Design and Project Management in Nuclear New Build’, was held at the OECD Nuclear Energy Agency in Paris on 11 July 2023. The starting point for the discussion was the NEA’s 2022 report Financing New Nuclear Power Plants: Minimising the Cost of Capital by Optimising Risk Management. The workshop agenda included three sessions. 

Dr. Horbaczewska took part in Session 3 entitled Optimising the complementarity of private and public actors, which also featured Milton Caplan (President, MZConsulting) and Anurag Gupta (Chief Risk Officer, Sequoia Investment).

Dr. Horbaczewska presented the relationship between the phases of a nuclear project and the magnitude of risk. The right selection of investors for a given phase can reduce this risk, which was one of the starting points for the work on the SaHo Model. She also addressed questions from the workshop organisers (including Jan Horst Keppler, NEA Senior Economic Advisor) on the appropriate timing of the change of ownership (‘transfer of ownership’) and presented new, hitherto unpublished variants of the SaHo Model, including the ones involving private investors.
